Ethics in Naples
The code of ethics in the City of Naples is governed by two main laws, both of which must be consistent with the statutes of Florida. The City’s Charter, which serves as Naples’ constitution and can only be changed by the Florida Legislature or by the City’s voters, contains Article 17, Ethics Code and Administration. This Article establishes the independent Ethics Commission and its Ethics Office, how the ethics code is to be amended and the minimum requirements of the ethics code. The ethics code is laid out in detail in Article IX, Code of Ethics, of the City’s ordinances.
